实施乡村振兴战略是新时代做好“三农”工作的总抓手，是对新时代乡村发展的战略规划，是一项系统工程。农村社会公德培育是乡村振兴的题中应有之义，既是乡村振兴的必然要求，又是助推乡村振兴的精神力量。农村社会公德建设有利于提升乡村治理水平，有助于实现乡村生态宜居，有益于维系乡村公共利益。但是，目前农村社会公德建设存在农村社会公德舆论约束作用弱化，农民缺乏维护共同利益的道德精神和社会责任意识，乡村公共生活庸俗化倾向及公共道德认识不够等问题。对此，在乡村振兴战略背景下，加强农村社会公德建设应立足于农村实际，通过社会主义核心价值观促进农民道德内化，制定合乎乡情良俗的村规民约和规章制度，推动农村公共文化建设和乡村教育发展等促进新时代农村社会公德建设。

The implementation of rural revitalization strategy is the general starting point for the work of "agriculture, rural areas and farmers" in the New Era. It is a strategic plan for rural development in the New Era and a systematic project. The cultivation of social morality in rural areas is the necessary meaning of rural revitalization. It is not only the inevitable requirement of rural revitalization, but also the spiritual power to boost rural revitalization. The construction of rural social morality is conducive to improving the level of rural governance, helping to achieve rural ecological livability, and maintaining rural public interests. However, at present, there are some problems in the construction of rural social morality, such as the weakening of the constraint of public opinion in rural social morality, the lack of moral spirit and social responsibility consciousness of farmers to safeguard common interests, the vulgarization tendency of rural public life and the lack of public moral awareness. In this regard, under the background of rural revitalization strategy, strengthening the construction of rural social morality should be based on the rural reality, promoting the internalization of farmers' morality through socialist core values, formulating village rules and regulations in line with the local conditions and good customs, promoting the construction of rural public culture and rural education to promote the construction of rural social morality in the New Era.
